I don't know about J-1, but I am sure people who hold chinese passport,
can apply visa directly in Japan if he/she got I-20 from USA.
and the visa in Japan is much easier than in China, they only ask you
to send in all documents and wait for half a month. The visa will be mailed
to you automatically, no interview needed.
