F-2 to F-1 denied, need help!# Reunion - 探亲与陪读

lp's application to change status from F-2 to F-1 has been denied(this is the
first time I heard that denial happened). since we haven't receive the mail
yet,we don't know the reasons,maybe just bad luck, I am just wondering if
anybody knows anything about what we could do to this.Can she reapply? or just
appeal? how long can it take? I search the INS webpage but didn't find if she
coudl reapply or not?
