The filing date is the date the application is received at USCIS. Hopefully,
you will not be a position where you are arguing the actual delivery date
versus the date USCIS indicates on any receipt notice.

只要uscis正式收到申请（received date）是在I-94过期前，就行。一般RD是在邮局送
到之后最多一两天。但是你要等到收到收据才知道RD是什么时候。就是说，当时不知道
有没有及时申请到；过后才知道。这么紧时间的话，应该用最快的overnight服务寄。
