I believe so, at least requires approval from the copyright
owner of the songs you are covering.

No, you dont need approval from the copyright owner.
this is called compulsory licensing, you can just
cover it and send a notice to the owner, that's it.
of coz, you also need to pay them. but you dont need
the approval. usually people dont do that coz it is
not very flexible, that's why they contact the copyright
owner and negotiate more flexible terms.
