本人有一个EB1B是2018年8月提交的，目前还在等。之前旧单位有一个PERM-based EB2
，是2015年的PD. 这样的话，不知道eb1b的140批了之后可否用EB2的PD提交485呢？

可以使用EB2的PD（假设EB2 I140已经批准，不是只有个PERM）。
现在已经可以提交485，不必等到EB1B的140批准。当然你想等也没人拦着你。
