Why DANG's ADR fee is so high?# Stock

I just noticed that I was charged $160.00 a few days ago for DANG. Can
someone answer the following three questions for me? Thanks!
1. I remember this fee is annually, right? When this fee is usually charged?
beginning of the year? end of the year?
2. It seems that I had been charged ADR fees (YGE?) even after I sold it
months before. Is it correct that the charge is based on transaction(s)
throughout the year, not on position?
3. I am using Scottrade. Do all brokers charge the same amount for ADR's?
