Which broker are you using? My understanding is maintaining >25k is the only
condition.
Following is the error message given by Ameritrade upon intended short sell.
I tried several symbols, none worked.
"Your order(s) can't be placed. The total quantity of outstanding open sell
order(s) exceeds the quantity you hold."

you have to sell regular position in order to sell short, that's my guess.

Hmmm? Could you clarify what is "regular position"?

that message means you have long position, if you sell short against the
long position, you have to sell quantity less than the long position, if you
want to sell more then you have to close the long then short.
