Generally, Long term rate = expected short term rate in the future. If Econ growth is expected to be rapid, and inflation is expected to tick up, then future short term interest rate (dictate by central banks) is expected to go higher. So u average all those rate shld be approximately long term rate But then of course there are exception, every govt have different credit risk which depends on there fiscal position and external foreign currency debt.
