Oil ticks up on reports that Russia, OPEC to talk oil

Citing unnamed sources, The Wall Street Journal and others reported Saudi
Arabian Minister of Petroleum and Mineral Resources Ali al-Naimi and Russian
Minister of Energy Alexander Novak will meet with other officials from the
13-member Organization of Petroleum Exporting Countries in Doha, the capitol
of Qatar on Tuesday. They may try to negotiate a production cut in an
effort to lift oil prices.
