3. 派个小船小飞机去转转,卖个军火 军事挑衅
国内就两个字: 磨蹭
不用等90天了,很快大家就要翻脸,到时候股市新高可待也。

WASHINGTON—Fallout from tensions between China and the West overshadowed a
public appearance of top officials after a strategic dialogue between the U.
S. and Canada on Friday.
After the Washington-based meeting, Secretary of State Mike Pompeo urged
China to release two Canadian citizens detained earlier this week, and
denied that President Trump has attempted to link the arrest of a Chinese
telecommunications executive in Canada to trade talks between Washington and
Beijing.
Mr. Pompeo met Friday with Canadian counterpart Chrystia Freeland as well as
U.S. Defense Secretary Jim Mattis and Canadian Defense Minister Harjit
Sajjan. During the dialogue, the officials said they addressed matters
ranging from the Nafta replacement agreement to the North Atlantic Treaty
Organization, and discussed steel and aluminum tariffs.
Most of their comments at the news conference came in response to questions
about Canada’s arrest Dec. 1 of Meng Wanzhou, the chief financial officer
of Huawei Technologies Co., and the subsequent detention of two Canadian
citizens in China in possible retaliation.
Ms. Freeland said the arrest of Ms. Meng, which officials said was carried
out at the request of the U.S., was conducted in accordance with the rule of
law and Canada’s international treaty obligations.
“We all agree that the most important thing we can do is to uphold the rule
of law, ensure that Ms. Meng’s right to due process is respected, and that
the current judicial process in Canada remains apolitical,” she said. Ms.
Freeland noted that Ms. Meng has been released on bail pending extradition
proceedings.
Chinese officials have detained Michael Kovrig, a former Canadian diplomat
now employed by the International Crisis Group, and fellow Canadian citizen
Michael Spavor.
Ms. Freeland said she had spoken this week to the Chinese ambassador about
Messrs. Kovrig and Spavor. “Chinese officials in their contacts with Canada
have not drawn a connection” between the detentions and the arrest of Ms.
Meng, she said.
“The unlawful detention of two Canadian citizens is unacceptable. They
ought to be returned. The U.S. has stood for that, whether they are our
citizens or citizens of other countries,” Mr. Pompeo said.
Chinese officials didn’t respond to a request for comment. Chinese state
media reported the two Canadians were placed under investigation for
allegedly “engaging in activities that endanger China’s national security,
” a sweeping allegation frequently used against Chinese dissidents and
often applied to espionage cases.
The U.S.-Canadian meeting came days after President Trump told Reuters he
might intervene in the case of Ms. Meng in Canada if it would aid his
position in trade negotiations with China. White House advisers have
counseled the president that the matter should be left to the Justice
Department, The Wall Street Journal reported.
Mr. Pompeo dismissed suggestions that Mr. Trump was mixing the two issues.
“I don’t see it that way,” he said. “We have a set of trade discussions
that are ongoing with the Chinese. As the Chinese have said, we’re working
on that while all of the other issues—not just this particular issue, we
have lots of complicated issues going on with China today—all around the
world.”
Ms. Freeland, answering a similar question, said that “Canada is clearly of
the view that the extradition process is a criminal justice process. This
is not a tool that should be used for politicized ends.”
