Adopted child is treated same as biological child, so you need to apply GC
for him/her first before bringing him/her to the US. He/she is in F2A category of family based immigration, currently it takes about 3 years for F2A category to get GC.

No, unless you naturalize to US citizen; in this case the child can get GC
in a few months.
