Of course you were not eligible to standard deduction in tax
year 1999. A "nonresident alien" is eligible to the
itemized deduction and personal exemption. If you are a F-1
visa holder, you can also enjoy another $5000 exemption (tax
treaty). I don't think a F-1 who fills 1040NR tax return can
take standard deduction.

You should receive another form (sorry, I forgot the name of
this form) from your school along with your W-2. That
means this $5000 had been deducted from your taxable income
before you started to caculate your other deductions and
expemption. For example, if your made $10,000 in 1999,
first you need to subtract $5000 from your salary. In your
case, you did not have other itemized deduction such as
charity contribution, medical expense...except your state
tax. State tax should be included a
