About EIC and refundable credit on 1040 form# TAX - 交税与退税

I am resident since I came here in 2003. My wife is still nonresident since
she came here in 2004. I use OPT and she is F2. However, she can apply for
ITIN so that I can file 1040 by married filing jointly. I had a son born
here. When I file line 66a (EIC) and 71 (refundable credit), I found that
it requires both of us should have SSNs. See 2. on page 46 and 2 on page 62
in the 1040 instruction book. I am not sure that I am right. Hope some help
me. Thanks
