I don't know the exact rules about how to determine eligibility of the treaty. But what CINTAX did just doesn't make much sense. I think you can just don't tell CINTAX about your earlier trip and then everything would be just fine. :)

fixed. I made a mistake, J1 for B1 for my status in the 10 days. after I change back to B1, it is good now. THank you very much!
