Sorry to bother all. Does anyone have any experience to apply for ITIN for
parents or in-laws when they are in China? I should do it when my parents
were here but... I know the application requires to notorize passport. I am
not sure if IRS accept notorization from china. Any info from here would be
appreciated. Thanks!

They must stay in US at 183 days within one year.

if your question is how to notarize passport in China--you need to go to US
embassy to do. local notary public isn't good enough.
