Is it 180 days after the announcement of layoff or 180 days after the
termination date of the laid off worker(s). For example, if the layoff is
announced in Dec 31st, but the termination date of laid off worker is Feb
28th. So when is the earliest date a PERM can be filed? is it July 1st or
Sep 1st? and can the ad be posted before the 180 days have passed? Thanks

突然想到了，宇宙大爆炸，这个有点问题。
矿上炸药爆炸，石头会炸成各种形状。
宇宙大爆炸，炸出来的天体，却全都是球形的？这难以理解啊，不科学。

180 days after the termination date of the laid off worker(s), because the
laid off workers are still employees until the term date.
Ads may be placed prior to the 180th day. A word of caution though. If the
RIF is publicized and affected a large number of U.S. workers, the new
advertisement could potentially attract public attention, something the
employer would naturally want to avoid. Plus, new recruitment could result
potentially qualified U.S. workers, applied by those laid off, the PERM
wouldn’t be able to file anyway.

Thank you very much for your reply
In my case, it is not a big layoff, and among those 15 people, only 2 or 3
had the same job function/category as mine, and one of them actually
interviewed for the job I interviewed for at the same time, but he didn't get
it ( both of us were internal candidates, there were external candidates too,
but only 1 citizen and he turned down the offer)
