Question on FTP server# Unix - 噫吁兮，危乎高哉

I just set up a FTP server on a T1 line for the company.
The FTP sever is the only machine on this T1 line.
when I ping it it's slow.
time=480ms TTL=243
How come???? Maybe many users are dowloading from out FTP server.
Can it be the reason?
The OS is Solaris 8.THe server is ultra-sparc II 360 MHZ.
Memory is 1 G.
By the way, is there any way that I can monitor how many users are
downloading?
