本人目前是H-1B身份，准备回国探亲期间申请返美签证。
国内户口所在省属于北京大使馆辖区。
是否只能在大使馆申请面谈?

不明白(2)里所说的at the direction of department是什么意思

a. A consular officer must accept a nonimmigrant visa (NIV) application
in either of two circumstances:
(1) The alien is a resident of the consular district; or
(2) At the direction of the Department, regardless of the location of
the alien’s residence.
b. The alien must make application for a nonimmigrant in the
consular district in which he or she has residence.
