It's not easy to break the windows of a car, especially if half flooded in water. Also, the door might be locked and couldn't open if battery was out. I was locked in my car once because battery was out.
check out the door lock of this car (Hyundai Tucson): It is the same as my previous car Ford Contour. There is *no* manual switch for door lock. When battery died, there is no way to open the door from inside.

That is driven by battery, not mechanically linked to door lock. Similar to many gas paddles, (i.e. Toyota, etc.) gas paddles are only sensors, not mechanically linked to the powertrain.
