Ok, if you want to get the story straight, here is what happened: according to their policy, no, if you US visa is expired, you cannot get a Mexican visa regardless of your status. I had to ask my company attorney for a letter then to convince the VO to grant the exception. Then, at the Mexican border, the officer was looking at my expired US visa, and I told him it was expired and I had a Mexico visa. He specifically told me, no need. The invalid US visa was good, and the Mexican visa was NOT good . I know things are as messy there as in China, but I still never expected that. Anyways, after all, still, either no US visa no Mexican visa, or US visa no need of Mexican visa.
