chinese-descent american student.

4. none of lilykang's friends, if any, have standed out, but many strange
ids made troubles among normal discussions.
Fact 1 & 2 indicate lilykang has known accef for a long time. Fact 3

既然大家都说募捐应该正式，那么这个组织应该是一个专业的组织为什么把这个募捐搞
得这么奇怪呢？我看到好多地方贴的贴子是说sd的一个华人家庭＂急需＂捐款。可他家
不是＂急需＂啊？是不是这个慈善机构利用康妈赚钱啊？

我没反水啊。我支持理性质疑支持给出把事情办好的建议不支持人身攻击不支持恶意揣
度康妈同情康妈另外特别特别不支持的是康黑把康妈的人的私事还有我们康粉的个人私
事扒出恶意造谣
另外我也一直在想捐骨髓贴里的一些细节恰巧得出了和丨z类似的推理我也有感觉广撒
网的那些贴子的贴主虽然热心但不是康mm特别近的朋友. 他们也有可能一是不知康家的
全部情况比如尹榆还有股票什么的二是他们是慈善机构的一份子把这事办好是他们的事
业和职责，所以办事的时候是很努力的（虽然被大家指责为没头脑但是从他们的角度出
发既然是办善事越努力越好越多多亦善，他们没想那么多没想到会伤害一部分人的感情
从他们的角度说他们没做错

看了近几个帖子我也有个疑惑请lz查查看，有人说如果是捐钱给指定个人，即使通过基
金会，也是不能省税的，那么，如果通过基金会捐给指定人的，是不是可以拿捐助人公
司的match?如果都不能，那么基金会当时的说明就是假的？而尹和康的孩子能用上那个
教育基金吗？
我记得几天前有人从dreamer版转过一个帖子，说的就是有人利用别人的不幸赚钱，而
且受害人也没法声张，当时大家都觉得太离谱，一笑置之的，现在看来，这件事这么诡
异，那个帖子也许是真的，发动网络把康的名声搞臭，就算那个基金的钱她孩子用不上
，她也再不敢说什么了。

没有，我现在上网不方便，找不了那个贴，记得是个英文贴，大意是康这种事情几年来
已经发生过几次，专门针对发生不幸的家庭，说服家属由他们出面募捐，最后那个钱也
到不了受害人手里，但是他们掌握了受害人的把柄，所以受害人没法伸张，让大家把那
个人揪出来以后别再害人之类。

Let me tell you guys what PROBABLY have happened. Just my guess, but
probably not too far away from the truth.
Someone contacted her and want her permission to setup a donation for her.
This guy has done this all the time. He will find a sad story. Call the
victim or the family of the victim to setup a donation accout on their
behalf. He will keep calling until he got the "yes". He will then use
multiple accounts to promote the story, to start a conversation or whatever
that is needed to increase the donation.
This is what you guys have seen so far.
Let me tell you what is gonna happen later. Kang will not end up with all
the donation (money or merchandise). This guy will ask for all kind stuff
before he willing to send her a check. He will not wire the money but insist
Kang to take a check from him. He is also gonna charge her a fee for
processing. And, only he knows how much money he has collected.
There is no "qin you tuan", this guy is the "qin you tuan". But his name
have never appeared only Kang knows who he is and even Kang has never met
him. But he has all her information so Kang will be way too afraid to do
anything about him.
He has done this for years and years and just waiting for the next story. If
you guys really have that much free time, sue him. He should be arrested
long long time ago.

p.o.box 和paypal还有校长的个人账户，都是康家或者尹家持有的。
paypal的户主名字叫 lei kang.
外人不能从上面转钱走的。只有lei kang可以提钱。
最多就是那个accef的被外人控制。

这个需要球把柄？捐到的是 charity fund，charity fund 没有指明用于
何种用途，charity fund 当然没有义务一定要把钱给那个人。捐到的是 fund
就是 fund，fund 不是个人。fund 是不是把钱给个人，fund 自己说了算吧，
除非事前有合同。。。

以什么名义募捐，就应该把该fund用到这个名义上吧，难道不是这么回事儿？还是你的
意思是那个名义就是幌子？

那个基金一开始打着尹榆孩子的幌子募捐，捐款人应该是说明了给尹孩子用的，总不成
募捐来的钱他们可以随便决定给不给？

从OCEF义工那里学到的：一般不能给个人，这属于特殊情况。如果某个NPO成立时上交
给IRS备案的bylaw/章程有某些特殊条文，而IRS和州又批准了，就可以。不知理解是否
对。原帖如下：
这只是规管NPO的条例，定义怎样才是NPO，免税资格等。法律要求各个NPO行事需要严
格根据上报给所在州和IRS的Bylaw来执行。换言之，如果某个NPO成立时上交给IRS备案
的bylaw/章程有某些特殊条文，而IRS和州又批准了，就不算违法。例如OCEF的bylaw，
写明OCEF的唯一宗旨就是资助教育相关领域，如果OCEF拿钱去资助海地灾民，就算违规
，如果OCEF要改变资助领域，则需要再上报IRS和州政府备案，很复杂的法律流程。这
只是泛解，具体要看各家NPO的bylaw怎么写。
