Wrong. Your engine requires higher torque to turn the larger wheel. So for
the wheel to turn at same RPM, your engine have to run harder, burning more
fuel.
The best efficiency is reached when the wheel's rotation speed combined with
gear ratio falls within the engine's optimal operating RPM range. Simply
changing the wheel to a bigger size generally result in lower fuel
efficiency.
