1. install Simplified/Traditional Chinese support.
2. control panel/regional settings/local set to Chinese,
3. regional settings/input locale set to MS QuanPin
reboot as needed.
4. look at past posts or 精华区

Yes, it comes on the CD.
check control panel/regional options/language settings.../
Choose Chinese as default... maybe it will ask you to install from w2k CD..

1. control panel/regional options/General/Your locale
should be Chinese
2. control panel/regional options/Input locales
should have Chinese QuanPin.. if not, add it.
3. try left ALT+SHIFT to switch to Chinese input method..
