actually similar questions have been asked several times here.
if only 98 and win2k, solution is quite standard, no need to do
any special treatment, like set active partition when booting,
two primary, hidden partition, etc..
just partition it as you usually do for any win98 installation, install
win98, then win2k over it. win2k can be in any logical volume, but its
loader will be in C: anyway. NT loader will take over win98's boot sector.
