an 64MB memory too little, that's what slows you down, memory ain't expensive nowadays, add another 128 or 256MB.

it is also possible that there is some bad sector/block on the system partition. You can view it in EventViewer for XP/2000. A bad sector/block on the system partition will significantly slow down the booting and normal performance of the system. but in your case, I do think the main problem is the quantity of memory. windows xp/2000/me need a lot of memory. in your computer, it's better to run a windows 98.
