Are you sure your IIS web site is running on the correct IP/port?
Use the IIS MMC snap-in to check and configure necessary securiy.

Does it allow anonymous access? Does it have Windows integrated
authentication?
Do you use NTFS on the web server? Can you ping your site through port 80?
Does your firewall/ISP allow you open such port?
Is your IIS running over multiple IPs ? (if you have multiple ethernet cards)
Check them maybe you will find the answer :-)
