your problem has nothing to do with NAT or 内部网.
it's likely your ISP does not allow http service on
your computer... ask someone outside try your website.

It is true. Also you cannot use VPN to test because of lacking NAT. As
shishishishi suggested, you want to ask someone else to connect first to see
if it works. If it doesn't work, your ISP probably blocked port 80. All you
need to do then is to reconfigure your web server to another port other than
80 (i.e. 81).
