签了offer，College给的startup parckage里面包括买电脑设备，研究数据等等，
以电脑为例，想打听一下这些钱通常都是自己掏钱先买，然后拿着receipt去找college
报销么？还是以College的名义订购，不用自己先花钱？

Right now you can ask the IT guy (through your chair of cause) to order the
computer and laptop so that when you start, they are there waiting for you.
After you have started, you order everything through a secratory in your
dept.

这个各个学校有不同的做法吧。
我们这里是学校给办一张信用卡，免税的，和start-up帐号连着，凡单件价格在5000块
以下的，自己用信用卡随便买。学校会每月自动划走你的钱去还信用卡。但要自己留好
receipt，以防学校audit。
