I tranfer from one company to another company.
Either I can rollover my previous company 401K money to IRA accout, roll
over to the new company's 401K account.
Which one is better?

to a rollover IRA, you'll have more investment choices(CD, stocks, MFs, ...)
, other than new company's 401K's limited funds.

It depends on how good your company's funds lineups is. In most case, you
are better off to rollover to IRA since it gives a lot more choices. But if
the company's plan provides, say, Vanguard institutional class or even
institutional plus class index funds, and you think indexing or partially
indexing is a way to go, they you should take different route.

One more thing to consider is by rolling over to IRA, the money
can later be converted to Roth IRA gradually. People with good
tax knowledge can use this procedure to minimize tax impact and
build up a huge Roth IRA balance.
If a person is a saver by nature, this might have some good
advantage over the 401(k).
