如果你取的钱(distribution)小于你投的钱(contribution)，那么f8606的第23行应该
是0。根据form 5329的说明i5329，当你f8606的第23行为0时，就不需要填f5329了。
然后在你1040的15a填4000，15b填0。
这是我研究的理解，请大家指正。
8606的worksheet挺清楚的。p590第67页上的worksheet让我很迷惑。

应该说不会过期，但在CA，如果超过5年才申请license,需要同时提交48个（？）CPE。
其实他们只是怕你跟不上经常改革的会计制度方法，基础概念都是一样的，随时update
