just my opinion.....
1 exam (to show ability of passing exam)
1 internship experience
strong GPA
related major
English communication skills
"intangible" - interview skills, interpersonal skills, etc.
some luck.....(interviewing is subjective to a certain extend)
the above is almost a must, of course, if you have more exam or internship
experience, it's even better.
more preferable
2~4 exams
1~2 internship experience
strong GPA
actuarial major
English communication skills
"intangible" - interview

The key points are English and people skills. If international graduate
students could communicate well, those overqualified academic achievements
would be their great competitive edges.
