我经历的整个过程分享给大家，祝顺利~
流程涉及三个单位：中方（大使馆和纽约留学中心）、美国国务院、和美国移民局。每
个单位办理申请历时两个月，总共J1 waiver一般耗时6个月。
2017/08/10 https://j1visawaiverrecommendation.state.gov/ 通过美国国务院（
DOS）J1豁免网站，填写资料，取得豁免序列号（Case Number）
2017/08/11 http://new.chinesehighway.com/content/j1.do 纽约中国留学中心的网站注册、填写信息，在线提交申请
2017/08/12 分别向纽约留学中心和国务院邮寄资料；三天后网站显示资料收到
大约同时美国务院表示收到材料，等从中方收 non objection letter (不持
异议信)
2017/08/16 纽约留学服务中心开始办理
2017/10/11 初审通过，纽约服务中心报送所属使领馆
所属使领馆审核通过，申请将于近日报送中国驻美国大使馆教育处进行审批
2017/12/04 中国驻美国大使馆教育处审批通过，向美国国务院所属的WAIVER
REVIEW DIVISION 正式发出“不持异议信”。申办豁免事宜的中方手续全部办理完毕

2017/12/13 美国国务院网站显示收到不持异议信No Objection Statement
Received（https://j1visawaiverrecommendation.state.gov/）
2017/12/28 美国国务院给移民局发出Favorable recommendation letter
2018/01 移民局收到，并寄给我一封纸质I797C表
2018/04/04 移民局I797 通过，并寄给我一封纸质I797（收好）。豁免手续全部办
理完毕
其他细节：
（1）纽约中国留学服务中心负责全美“J-1签证豁免”申请的咨询与材料初审工作。按
照其网站和美国国务院J1 waiver网站的每个步骤如实填写。先填美国国务院J1豁免的
网站，拿到Case number，然后在纽约留学中心填写时要填写Case number.
（2）听从了其他人分享的经验，同时一趟给去邮局纽约留学服务中心和美国国务院寄
的材料，避免出现美方无法将收到的NOL与你的个人资料相对应而耽搁时间。
（3）纽约留学中心的网站，提交申请之后，有什么动向都会发一份邮件，keep you
informed 比较人性化。我由于被通知重新修改提交申请两次，这个步骤上花了4个月，
总共就是8个月办完了J1豁免。
（4）其中第一次是重新修改写申请原因申请书，包括个人学历简历，内容其实不变，
我只是把格式改成更容易读，基本就是时间顺序一一列举：•x年X月-x月，在xx
国xx大学，攻读xx学位。就可以了。
（5）第二次是需要我补充雇主的确认信。我的豁免申请原因就是J1换H, 纽约留学中心
反馈通知我要求一封雇主的确认信，学校HR写完老板签名了又寄给了纽约留学中心。都
不难弄，只是一来一回花更多一些时间。
（6）学校网站一般都会有J1 waiver的相关信息和提醒，帮助做好准备功课，挺好用的。
（7）原有的J1工作合同在J1 waiver之后不能续原来J1的DS2019了，要开始新的DS2019
。J1 waiver中国给每个人只办一次，waive之后就不要继续产生新的J1，以免新的J1带
有新的212e两年回国要求。

consumerreports.

And you missed the "While performing routine tasks such as Web browsing and
e-mail in our tests" part. Do you know what a complete sentence is?
Plus, you didn't provide a link. And CR requires subscription too. By your
standards, this is borderline bannable.
So I guess the finter points back to yourself.

ＣＲ的blog是没有标题的，它的本意是说email和web没有发现显著的提高，阿嚏给加了
个标题，然后截取"无显著提高"部分，这不是断章取义的教科书样板么，呵呵，想忽悠

Here is a detailed comparison test Anandtech performed:

According to the test on web browsing: ipad2>>ipad1(with ios 4.3)>=xoom.
I am surpised CR didn't notice any significant speed improvement. I felt it
was pretty obvious. Safari load pages much faster, at least 50% on my count.
I brought my ipad to apple store and compared with ipad2.

其实人cr老头挺厚道的，最后说了ipad是非常好的选择，其他便宜的性能不好，性能类

评测可以考虑anandtech,人家还是比较专业的,maximumpc也可以,不过人家
不一定会cover ipad,我记得有iphone的

Their definition of significant probably is showing up webpages instantly
without delay.
Also, Mail has a lot of animations. With these animations it is not easy to
notice the speed increase. Because it takes the same amount of time to do
the animation. But their assertion, in contrast to all the other reviews out
there, is silly, and likely trolling because of their history with iPhone 4
ATT and Verizon.
In the mean time, Arstechnica reviewed iPad 2 confirming significant speed
increase.
