I don't think it is true...
of all the interviews I was involved in, there was usually a small meeting
after the interview where all interviewers talk and form a general oppinion
on the candidate. If they like the candidate, the managers then talk about
the offer after that meeting. So, generally no one knows if a company is
gonna make/decline an offer when the candidate leaves site (unless the
candidate is usually good/bad).
Plus, the reception knows very little, if anything, about the hiring p
