请问如果我希望OPT三月一日开始生效的话，最晚要什么时候开始申请，我知道不能早
于90天，可是最晚呢？我能不能2月15号申请，需要加急么？谢谢

来不及的。
你可以2月15日申请，但能不能3月1日之前批并拿到EAD卡就看你运气了。
我都等了52天了。

要等等，现在好像还没上货

Theoretically, you can apply for OPT within 60 days after your graduation (
your new I-20 ending date). But in practice, I don't recommend that you push
this limit because you can easily fall out of status if there is any
problem with your OPT application.
Expedite request is prcoessed case by case and is not guaranteed.
