海龟了，急着买房用钱，打算付10%的罚金，把Roth IRA 的钱取出来用。在fidelity正
准备转钱的时候看到这个：
Due to unique withholding requirements, online IRA distributions are not
available to non-resident aliens. A written withholding notice can be
requested by calling Fidelity at 800-544-6666.
一咨询客服，我住在中国，按规定，真的不能在线distribute IRA，需要填表邮寄到美
国，还不麻烦死了，而且也来不及了阿。如果我就在网上直接转了，会有什么后果呢？
