If he refused to show insurance information, most probably he dose not
purchase car insurance... If the accident was at his fault, no matter how
minor damage your car got, as long as he refused to show insurance you
should call police officer and said you suspect he dose not have insurance.
Then the police will come over and give a report even he got away. Then you
can call the insurance company for payment at his fault.
But if you don't want any accident history, you should discuss with him for
some money...instead of leaving with nothing.
Now maybe it is too late to do something because you don't have any info
except license #, it's difficult to find this person.
