今天接到的通知，刚拿到不久的NIGMS 资金要在原来的基础上再砍掉10%。这下子可就
砍超过了25%了.这个是NIH普遍的行为么？还是我不幸的遇到了人品问题？

competing research grant awards at a level below that indicated on the most
recent Notice of Award (generally up to 90% of the previously committed

12日中午12时12分，中国第一狗仔卓伟爆料消息，白百何出轨。
昨日晚间，中国第一狗仔卓伟微博发布预告，称明天12点12分，他将曝光12年大料，并
配了一副漫画，“4.12之后，希望他们还是相亲相爱的一家人“。
据爆料，卓伟今年2月在接受采访时表示即将放出一个猛料:我们一个摄影师，正在跟一
个新闻，一个他关注了12年的新闻，幸运的话，这两天就能把他揭开。所以就是12年不
是2012年，女方出轨有孩子。既然摄影师关注跟拍了12年，两人结婚应该大于12年，期
间曾有出轨传闻从而引起注意力去跟拍。
2004年仍中央戏剧学院表演系就读的白百何参演了个人的处女作《与青春有关的日子》
并在剧组中遇到了自己的丈夫陈羽凡。白百何在该部电视剧中饰演角色“乔乔”，这是
白百何出道后的第一部电视剧，也成就了她的婚姻。2006冬，白百何与陈羽凡步入婚姻
殿堂，当时她年仅22岁，这在娱乐圈明星中实属少见。婚后不久，他们有了儿子“元宝
”。
然而除了夫妻俩向大众所表现出来的和和美美，这段婚姻还有不少“杂音”。
有网络传闻称，陈羽凡与白百何相识时（当时她名叫白雪），有一个相恋近6年的女友
，白百何被疑“小三上位”。在白百何怀孕期间，夫妻俩还曾一同上过《超级访问》，
述说恋爱经过。节目里白百何透露，他们因拍电视剧认识，后来自己非常主动地喜欢羽
凡，然后走到一起。然后主持人问：“那之后你们就在一起了？”陈羽凡就突然说：“
没有，因为那个时候我要选择”，白百何旁边就马上接话说：“对他要选择。” 这一
段儿也成为不少网友口中 “白百何小三上位”的“证据”。
除了婚前纠纷，婚后也有疑云。2014年3月份，已育有一子的陈羽凡与白百何再被传离
婚，一张名为“离婚协议书”的照片在朋友圈传播，网友根据文中提到的“雪儿”猜测
主角是白百何。31日6点，陈羽凡发布声明，斥离婚传言。陈羽凡声明称：“近日有关
百何情变欲离婚的话题的转发和评论日益升级，已经由娱乐消遣升级至人身攻击，甚至
有为私利故意陷害设计之嫌。”并晒出网上流传的离婚声明，直指“此事很是蹊跷，造
谣诬陷者如此不管不顾，毫无人性尊重可言，如此这般赤裸裸的挑衅我不可再沉默。”
不过，这并没有挡住群众们的疑惑。近几年，白百何与陈羽凡时不时有婚变传闻传出，
其中就包括“白百何出轨致情变”。不过，俩人也经常会恩爱合体出现在公共场合，似
乎为情变传闻辟谣。
如今白百何被卓伟爆料出轨，也引得网友们感叹：坐拥文章、白百何、姚笛、马伊琍、
陈羽凡、张子萱的《失恋33天》剧组全军覆没。

How much did you get last year or you didn't get cut last year? The funding
level for most grant is at 180k-190k for NIGMS last year. If you got
higher, it means you didn't get cut last year.

I only got 190K from NIGMS in last year. And now are they going to cut
another 10% off this amount?

Don't know. If they do, I'm going nuts...I cannot do research without
supply money. Let's hope NCI doesn't do it. Is the email specific to your
grant? Other than annual report due next month for me, I haven't receive
any other email from NIH.

是一个群发的信件，应该不是针对我的吧。
我的progress report 都还没有交呢，应该不是因为对我不满意的原因。

不用担心和多想。这是NIH正常的削减，我的NIH项目近几年每年都减10%-20%，我同事
的课题也一样。提醒我们在申请标书时尽量在可能的范围内多做些预算。据说今年和明
年NIH的经费情况有所好转。

What are you talking about? Most NIH funds are modular budget at 250k. You
don't get to go over. I know several big bull try to do non-modular budget
, all of their grants got revised down and literally were told either take
the cut or go away. Some of the old NIH grants got cut because everyone got
cut, but I have seen people with the same budget year over year.
The progress report don't even let me enter a new budget to ask for more
money.

I am talking about "我们在申请标书时尽量在可能的范围内多做些预算". If your
budget is modular, try to reach the limit (250K) with sound justifications.
Do you know that the majority of R01s and center grants are not modular?

Majority of R01 is not modular? Are you sure about that? If that's true, I
will try a non-modular budget. However, last time I tried, my grant
officer told me not to do it. In addition, last person that did non-modular
budget who I know (a chairperson pretty big-bull), the NIH literally told
the person to cut one of the aims, and NIH will fund the grant at modular
budget level.
I know large project grant is not modular but the budget justification is
very specific. I was on one. I also know a P grant from Harvard got cut
from 1.5 million to 300k.

我猜他可能说的是那种RFA 的R01 grant? 或者那些什么U01, P01?
我们平常见的这种non-solicited, self-initiated 的R01 grant，的确是没有啥原因
就不能乱要钱的，连做老鼠的人，一般也就是乖乖的要个modular。除非要做人或者做
猴子的，才敢小心翼翼的多要一点。不过，我以前好像听说过一个说法是我们这种self
-initiated 的R01 grant其实不是NIH支出的大头。所以可能他说“大部分grant 不用
modular budget”可能是指那些其他grant吧？但是在我的印象中那些“其他grant”一
般都有比较浓厚的政治意味，不是我们一般人够得着的。

If the direct cost equals less than $250,000 PER BUDGET YEAR, the modular
budget is used regardless the funding mechanism. In other words, if the
direct cost is more than $250,000 for any budget year, a detailed budget (
non-modular) is used. That is reason a detailed budget (non-modular) is used
in the majority of R01 applications for most population-based studies (not
lab-based studies). Most population-based studies incur more budgets than
the lab-based ones. Please see the flowchart on this NIH web: http://grants.nih.gov/grants/developing_budget.htm
Therefore, the use of modular budget is determined by whether or not your
budget is less than $250,000 for ANY budget year.

现在是年中，congress还没通过final budget (still under CR), 所以对
noncompetitive renewal NIGMS一般cut 10%. 等到budget通过了好像会restore一些。
我印象中前几年都是先cut 10% (fund 90%), 等到budget通过了再restore到99%, 相当
于1%的cut.
