Yeah, it can actually be misleading. But I do think the reviewer was just
picky.
You might want to use Either Set A or Set B contains 20 elements each.
Or Each of the Sets ( A or B) contains 20 elements.
A and B can sometimes mean the combination of A + B, but usually it is clear
when you add each somewhere in the sentence.

I was referring to the sentence:
"Sets A and B contains 20 elements each."
This is grammatically wrong.
There are multiple ways to say it
The most straight forward way is:
Set A and Set B contain 20 elements each.
"Sets A and B" is misleading, and can mean the combination of A and B, and
in this case should use verb in singular form but you have to take "each"
out ( even in this case still Sets A and B are confusing).

如果reviewer觉得有歧义，改了就是， 不需要纠结。paper或grant简洁明了最重要。
一位老教授曾经教导我： 如果reviewer拉屎的时候胡乱看一眼你写的，不费劲就能看
懂，那你写得就不错了。我觉得可能是你写的有些绕口，reviewer因此拉不出来屎，迁
怒于你 ：）
