Luciferase is literally photon measurements. A lot of modern fluorometers ( i.e. plate readers) has the function to read luminescence. All you have to do is look at their minimum detection range for the instruments. However, I can guarantee you that more expensive ones will be better with exception of instruments from molecular devices (old tech and still charge an arm and a leg).

It depends on the optical instrumentation, illumination efficiency and detector quantum efficiency. In other words, there is no most "sensitive" one but the most suitable one according to budget limit and experiment design.
