I cannot believe there's such a program out there when it takes 4-5 years of
full-time work to get a PhD in Finance.
Be careful and watch out.

why another PhD, what value will a second PhD bring you? especially if you
can work in the same field with a second PhD, one year working experience
may count more. HR will easily figure out from your resume that it is a one
year program, so they will know what they expect from this degree.

It seems to me that they only offer certificate, not a Ph.D. degree. Look at this: People who sign up for the program won't receive a new PhD, but they will receive an AACSB-endorsed certificate that will enable them to teach in one of association's 551 accredited business schools.
