I think it depends on how many categories are used to separate all the
proposals. If there are 3 categories, 'highly recommended', 'recommended',
and 'not recommended', then there may be too many proposals in the 'highly
recommended' category to be funded. If there are 4 or more categories, from
'highly recommended', 'recommended if funds are there', 'recommended', and '
not recommended', there probably are only a few proposals in the first
category and they may all be funded, and some in the 2nd category may also
be funded.
