I am working on my second master program in US. I do not have a degree in
math. To apply for a security/applied cryptography PhD program next fall, does
anybody have a good university out of top 20 to recommend? I am particularly
interested in cryptography with the understanding that probably I need to take
several math courses.

University of Souther California, A good place to be for network security.
You will need serious mathematic background.
I really regret that I almost forgot what I have learned about mathetmatics.
