I think the TCP sequence of the data should be considered when calculating
TCP jitter. But when I googled, no paper mention about it.
Especailly in RFC 1889, it said: not necessarily in sequence
"The interarrival jitter is calculated continuously as each data
packet i is received from source SSRC_n, using this difference D for
that packet and the previous packet i-1 in order of arrival (not
necessarily in sequence), according to the formula.

Am I wrong?

对于TCP应用来说,它们对jitter不敏感,所以讨论TCP的jitter我觉得没有
什么意义。
相比之下,多媒体应用对jitter很敏感,如果有的包来得快,有的包来得慢,
用户会看到很不舒服。所以,RFC 1889专门定义了针对RTP流的jitter公式。
