Many ways:
1) install the SQL server client software
2) ODBC or OLEDB connection
3) DTS
4) Create ACCESS database and after that using its upsizing
wizard.

I think you can only create it using administion client tool

at least you have the sa account and the computer name, right?
just use query analyzer or entereprise manager,
connect to the sql server directly.
if named pipe does not work, find out the server's ip address or host name,
use client network utility to setup the connection,
when you are connected,
either CREATE DATABASE or GUI will work.

It is licensed, however, you can download a 120 days free trial from:
http://www.microsoft.com/sql/evaluation/trial/2000/default.asp
You need to register for a Microsoft passport in order to download this trial
