When I create a table B, I set a foreign key SSN to another table A,shoudl SSN
be the primary key of table A?In table A, i set another empno as the PK.

Yes, unless SSN is the PK of table A, it can't be the foreign key of table B.
Or, you can use empno as FK to table B
