I want to import a text file with millions of SSN to Access but every SSN in
text files have quotation marks. How can I get rid of quotation marks so
that in Access database, it just show the 9 digits.

Use sed.
Or if you are on Windows, use notepad or MS Word's find and replace all.

During the import process, access will ask you what kind of delimiter is used in the
import file. In the same page, you can specify the double quote as field specifier (as long as in the double quote, it is one value even though there is delimiters in it). it will solve the problem.
