I was told that Chinese characters can be displayed in Oracle SQL*Plus. Is
this true? If yes, what kind of environment variable should be set up for
that to work? For both Windows and Linux platform

set your database character set to unicode, then you should be able to use
Chinese character in SQLPlus.

Database itself is in unicode, there is no problem in inserting Chinese
characters in tables and the characters display well in both Toad and sql
developer. Only wonder how to display that in sql*plus.
