smartclient is a windows application running on clients' computer which can
detect the updates ( with new version number) and install those updates by
itself. Now, a lot of applications are smart client. For example: firefox.

It's more than that. Seems like a way for distributed WinForm Apps
to share data, and it's not built on asp.net or remoting.

it is build on web services.
the basic idea is as I mentioned, the smartclient application connect to the
web services server to download necessary files to run the actual client
applcation (the win form as you said).
