Sorry in office so can't type in Chinese...
If a person's EB3 priority date is 01/2010 and he filed I-485 on Sep and
received by USCIS on 09/2013.
Another person's EB3 priority date is 05/2009 and he filed I-485 on Oct and
received by USCIS on 10/2013.
In this case, will the first person get his card before the second one? Does
it depend on the RD of USCIS or the PD of the I140?

通常情况下按PD发卡，但有时也要考虑其他情况，比如09 PD的那位有RFE，拖了很久，
10那位很清白，那就有可能10的先拿卡。

If both of them are approved (although the 2010 PD may be approved earlier
than 2009 PD), the 2009 PD one will get the card earlier?

I don't quite get what you want since I already answered your question. For
a definite/clear answer, you need to consult a USCIS immigration officer.

只要是current就都一视同仁，批准顺序基本按处理完成的顺序，处理时间则是随机变
量。

所以只要是current就是先收到先处理？

current是收到和批准的前提。收到后就进入处理队列，处理时间取决于收集材料完整
性，个案复杂程度和某些随机因素。处理完成时还要再检查是否current才能批准。
