地址如果是pobox的就只能用usps,其他地址可以用fedex。排富人包子

土人，直接自己打个label发出去就好了。不用fedex, priority mail with delivery

虽然丢信的可能性不大, 不过富人都用certified mail with return receipt.

receipt

of course, if you have to pay $$ to IRS, need certified mail with return
receipt, if you get money back from IRS, first class
receipt, if you get money back from IRS, first class
